Emergency Rental Assistance Fund

Low and low-to-moderate income families have been negatively impacted by the unprecedented loss of jobs and reduction in income due to the COVID-19 pandemic.  The inability to pay rent threatens housing stability for tenants in addition to the as well financial viability of owners and operators of affordable housing.  To address this challenge, the City of Toledo, NeighborWorks TOLEDO Region will utilize $1 million in COVID-19 CDGB funding  to establish a COVID-19 Emergency Rental Assistance Fund (ERAF) to provide housing stability for vulnerable families. 

The ERAF will assist approximately 500 eligible income households with up to three months in emergency rental assistance not to exceed $2,500 per household.

Eligibility Requirements:

  • Must currently be renting a house or an apartment located within the City of Toledo.

  • Must have a current valid rental agreement or lease (signed by all parties).

  • Must demonstrate a loss of income due to COVID-19.

  • Income falls below the maximum household income at or below 80% of the area median income.​

All eligible applicants will be required to complete a Housing Conditions Survey, and enroll into the Financial Opportunity Center.

Program Guidelines

  • Approved assistance payments will be issued directly to the landlords. 

  • One application per unit.

  • Multi-family rental units, duplexes and single-family residential units owned and operated by individuals or corporate landlords are eligible. 

  • Tenants occupying a property owned by related entities are not eligible. 

  • Applications will be accepted by appointment only, NO WALK-INS.

  • Only completed applications will be processed. 

Landlord Requirements

  • Property must be registered on the City of Toledo Rental Registry

  • Landlord must be current on Lucas County Real Estate taxes or provide documentation enrolled in payment plan.

  • Agree to accept up to three months of ERAF payments.

  • Agree not to pursue evictions while receiving ERAF payments

  • Waive fees and penalties for rent not paid for the months. 

Required Supporting  Documentation

  • Completed ERAF Application.

  • Copy of current valid rental agreement or lease (signed by all parties).

  • Letter from the landlord - stating delinquent amount - starting with 4/1/2020 (no delinquencies prior allowed).

  • Proof of pre-COVID 19 income for all household member 18 yrs. and above.

  • A valid ID.

  • Documentation of employment or income loss due to COVID-19.

  • Proof of minor children under who are 17 and below (i.e. Birth Certificate, School Records, or ODJS Benefit Statement.
