Owner-Occupied Rehabilitation 

NeighborWorks Toledo Region is facilitating the Owner-Occupied Rehabilitation Grant on behalf of the City of Toledo Division of Housing.  The award for 2020-2021 program year is $500,000 and will assist qualifying households with an amount of up to $24,999 of code enforced repairs and in the amount up to $12,000 of lead based paint removal (if applicable). This program does not allow for home improvements normally considered remodeling (i.e. upgrades to kitchens or bathrooms, new floors, new carpet, etc.)

Eligible Participants

  • Applicant must be owner of record no less than three (3) years.

  • Applicant must be living in the property

  • Household income must meet HUD guidelines at or below 80% of the area median income.

Eligible Properties

  • Property taxes and mortgage payments must be current and up to date or applicant must provide documentation of a payment plan arrangement.

  • Current home-owners insurance

Program Guidelines

  • Completed applications will be processed in the order received.

  • Applicant is required to provide updated documents and income upon request. 

  • Weatherization services will be provided in conjunction with this program.

  • A three-year deferred lien will be recorded with the Lucas County Recorders Office.

  • Home-owner must reside in the property for the three years following construction work and maintain current property taxes and homeowners insurance to avoid repayment of grant.
